Building track
Organisation
Technical Manager Ingelise Hosszu has been appointed head of the building track.
The following projects have been launched in the building track:
- Distribution of buildings to the individual faculties: only a few details are still outstanding before the distribution of buildings between the main academic areas has been finally determined. Click here for information about the distribution.
- Interviews with the employees and managers involved: interviews with all building inspectors have taken place. On 10 March 2008, an information meeting was held for building staff.
- A round of interviews with building managers outside 8000C: ongoing and expected to be completed before the summer holidays.
- Preparation of a strategy for “the new central buildings department”: not yet commenced. One of the aims of the strategy is to clarify which additional competences are required and which of the existing competences in the buildings department need to be strengthened.
In addition, two project groups have been appointed, both of which began working mid April 2008.
Working group 1 will prepare a survey of all centralised and decentralised tasks in the buildings department.
Working group 2 will prepare a proposal for the future distribution of funds in the building area.
The groups meet once a fortnight. Rambøll Management provides external assistance in the form of minutes of meetings, brief draft proposals and the final summary of the groups’ work.
Working group 3 will prepare a proposal for a strategy for “the new central buildings department” at the University of Aarhus. The working group will be appointed immediately after the summer holidays.
The decentralisation of building operations means that the technical staff will be associated with a main academic area with effect from 1 January 2009. The aim is to let everybody know before the summer holidays what area they will be associated with.
In the building area, a number of questions remain outstanding regarding competence and delegation. A working group has been set up to clarify the legal aspects of the competence issues and to propose a legal and practical distribution of tasks and competences relating to new construction, reconstruction and the conclusion of rental contracts, etc.
Finally, a demarcation of the new faculties’ authority to act in the field of construction remains outstanding. The work to clarify this and other issues, including organisational issues in the building area, will commence once the 8000C area has been clarified.
So far, cleaning has been excluded from the process. The report from Rambøll recommends a combination of internal handling of the tasks (as in the past) and outsourcing. Deliberations about how this can be done in practice began in May 2008.
